Certified Consulting Engineers

History

The FIDIC Certified Consulting Engineers (FCCE) programme commenced in 2010 as a Pilot Programme in China. It came to an end in 2019 and in the three sessions, successfully certified over 1,400 Chinese FCCEs.

 

New international programme

The updated version of the Certified Consulting Engineer certification programme will commence in 2022.

This certification is suitable for candidates who wish to validate their comprehensive understanding of the operating levels of business operations within a firm that provides consulting engineering services to the infrastructure industry, and who wishes to demonstrate a good basic understanding of corporate organisation and managing responsibilities at the senior executive level.

Comprehensive business operational understanding includes:

  • Consulting roles and activities undertaken by the firm within the industry: what the firm does in the industry
  • Structure, organisation and operational practices in the industry: how the firm is organised to carry out its activities
  • Operational leadership, management roles and responsibilities: what the industry expects of its FCCE certificate holders 
  • Communications and liaison: how to deliver effective communication and liaise both within a firm and externally with clients, regulators and members of the general public
  • Leadership: how to provide effective leadership in the infrastructure and consulting industries, both within a firm and externally
  • Marketing and business development, sales: how to competitively seek, develop, and sell new businesses
  • Planning for future staff and business requirements: how to participate with other senior engineers as regards future planning
  • Project development and management, including; construction, contracting, and procurement: how to set up, manage, and deliver a project including quality control and extending to contracting, construction, and procurement
  • Human resource development and management: how to find, develop, lead, mentor, and reward staff with attention given to safety and equity
  • Business and professional engineering ethics: how to manage business and professional ethics
  • Societal project requirements such as resilience, safety, environmental protection, sustainability, and climate change: how to deliver social responsibility requirements for infrastructure projects.

 

Basic corporate understanding includes:

  • Roles and responsibilities of senior management and boards of directors: how the senior management in the industry typically operate
  • Ownership: ownership patterns in the industry
  • Financial planning and reporting, borrowing, taxation and retained earnings: basic financial reporting and planning, dividends, taxation and retained earnings
  • Insurance in the consulting industry, basic claims management: the firm’s legal structure and insurance requirements
  • Corporate communications: how a firm in the industry typically communicates both internally and externally.

The online exam will be available two to three times per annum, as indicated in the “Dates” section.
